When Chermaine Leysner received a letter from the Dutch tax authorities in 2012, she was in for a big shock: She was supposed to pay back more than 100,000 euros in child benefits. Nine years of stress, depression, and burnout followed.
Chermaine was just one of many victims. An algorithm used by the Dutch tax authorities classified tens of thousands of families - often with a low income or migrant background - as a fraud “risk.” The exorbitant debts drove many families into poverty.
